Data and Analysis
Planners analyze demographics, economy, land use, infrastructure, and the environment. Tools include GIS, SWOT analysis, and projections.

Participation & Monitoring
Public participation legitimizes plans. After adoption, monitoring and evaluation keep the plan responsive and updated.
Vision-Goal-Objective
Distinguish them: a VISION is the long-term ideal, a GOAL is broad and general, an OBJECTIVE is specific and measurable.
